To avoid future issues with eBay purchases:
eBay is committed to protecting our users from fraudulent transactions. Before making a purchase on eBay, we recommend always being on the lookout for potentially fraudulent listings – regardless of how much an item costs. Here are some red flags that could indicate fraud:
The seller offers no return policy or has poor reviews; The listing doesn’t include all essential information like price, shipping fees, returns and exchanges policies; You’re asked to wire transfer funds for the purchase; You’re told to use a specific payment method, like pre-paid gift cards or third-party escrow services.

What do I do if a seller hasn’t shipped my item as described?
If you want to report an issue related to your purchase, start by contacting the seller directly. If they don’t respond within several days, or if they’re unresponsive, this process will help you resolve the issue: Report Item Not Received (INR).
Why can’t I leave feedback for a seller?
At eBay we take the quality of our marketplace very seriously. We ask all buyers and sellers to maintain high standards with respect to communication and service. To protect both buyers and sellers from abuse of the Feedback system, we have created policies that limit the circumstances under which you can leave feedback.
You paid using an eBay checkout system, including PayPal or Bill Me Later; You received a full refund from the seller; A dispute resolution was opened about your transaction and later closed without decision.

Sellers buy a basic eBay account, and then pay 10% in Final Value Fees (with a maximum of $750). Select business and industrial items cost 12%. Books, DVDs, Movies and Music are 2%. Musical Instruments is an extra 3.5% for a max of $350.
You can cancel an order up to 30 days after the sale, even if your buyer has already paid. The buyer will still be able to leave you feedback, unless you canceled the order because they didn’t pay for the item.
To move away from upfront insertion fees, starting on April 1, 2021 we’ll increase the final value fee by 0.2% in select selling categories and then decrease them by another 0.4%.
